Key Functions and Responsibilities for Financial Analyst

This position will be responsible for the following activity with oversight by a core administrator.

  • Finance

  • Working with appropriate center and department CBOs, prepare annual core budgets totaling approx. \$2M or more in annual expense.

  • Recommend distribution and allocation of general core resources for personnel, supplies, service contracts, and capital equipment.

  • Develop and submit annual and as-needed rate proposals.

  • Identify budget variances and make monthly projections and recommendations relating to annual service and personnel projections.

  • Create specialized reporting tools and provide appropriate monthly financial and personnel reports for review by management.

  • Review grant applications as needed for accuracy as related to budgeting for core services.

  • Establish new recharge cost centers as needed.

Business functions

  • Establish and maintain systems for resource inventory control and for monitoring the purchase of materials, services, equipment and use of facilities and personnel.

  • Ensure accurate and timely billing and submission of external and internal invoices to core users.

  • Authorize, approve and sign purchase and equipment requisitions, travel and entertainment expenses, etc.

  • Monitor collections and expenditures against budgets, and develop business projections for core use and revenue

  • Prepare service level agreements for internal and external core customers.

  • Promptly resolve external Accounts Receivable.

  • Develop complex budgets and/or proposals to facilitate contract or other external sponsored use of core services.

HR/Personnel functions- in collaboration with Home Departments

  • Initiate hiring processes and screening applicants as requested

  • Maintain confidential personnel records.

  • Review internal salary equity and make recommendations to core management as needed or requested.

  • Work with both core management and HR service team to resolve employment issues.

  • Track hourly and exempt staff time per HR policy and systems.

Serve as a member of the OOR and core teams

  • Attend meetings and interact with other areas as requested by the core center, department, faculty and/or management leadership.

  • Resolve problems in consultation with shared resource directors concerning staffing, utilization of facilities, equipment and funds

  • Advise core management regarding budgetary matters, and resolve routine budget issues related to resources, personnel, equipment and funding.

Compliance, policy and procedures

  • Maintain a current and working knowledge of relevant policies, including VUMC Guidelines for Research Core Operations and Federal Assistance Reform 2 C.F.R 200: Uniform Guidance.

  • Maintain a current and working knowledge of the C.O.R.E.S. and iLab applications for tracking, billing and invoicing core service activity.

  • Attend regular training as assigned.

  • Develop new or revised policies, and train staff in core systems and procedures.

Supervise administrative staff

  • May supervise the work of Core Administrative Assistants or others as assigned.

  • Assign work priorities; conduct performance reviews, disciplinary and other personnel actions as appropriate.

  • As assigned, supervise core staff engaged in administrative functions such as billing, personnel actions, and equipment inventory.

Bachelor's Degree (or equivalent experience) and 2 years relevant experience
